The tactician knows the battlefield and can see solutions to tactical problems better than most others. There are two ways that this HC can benefit a character or his allies.

Option A: The tactician rolls an extra 1d10 for initiative because he intuitively sees openings in the battle field that others miss.

Option B: If the Tactician is in a position of leadership, he can choose to sacrifice his initiative such that he always acts on an initiative count of 1. The tactician rolls a 1d10 each round. If he spends one major action issuing commands and warnings to his allies, all of his allies within 30 feet gain an initiative bonus equal to the tactician's die roll.
